Dover Woman Threatened to Kill Neighbor With Pair of Scissors

Dover, DE – Delaware State Police have arrested Jennifer Neil, 43, of Dover, Delaware, on charges of aggravated menacing and terroristic threatening. The arrest followed an early morning conflict on Saturday in Dover where Neil allegedly threatened her neighbor with scissors.

On February 17, at about 1:10 a.m., troopers were called to a residence on Diemidio Drive in response to a neighbor dispute.

According to the victim, the altercation began when Neil unplugged a power cord he was using and attempted to take it into her house. When the victim tried to retrieve the cord, Neil reportedly turned towards him with scissors in a stabbing position and threatened to kill him, prompting him to call the police.

Despite initial attempts, troopers were unable to contact Neil at her home and subsequently issued a warrant for her arrest.

A computer check also revealed an existing capias for Neil issued by the Kent County Court of Common Pleas. Later that day, Neil was located in Milford and arrested without incident.

Neil has been charged with felony aggravated menacing and terroristic threatening. Following her arraignment by Justice of the Peace Court 7, Neil received a $2,500 unsecured bond for these charges.
