Kansas City Man Receives 15-Year Sentence for Courthouse Garage Assault

KANSAS CITY, Mo. – Shane Russell Coy, a 23-year-old resident of Kansas City, Mo., received a federal sentence of 15 years and eight months in prison without the possibility of parole for attempting to engage in abusive sexual contact with two court employees. U.S. Chief District Judge Eric F. Melgren delivered the sentence on Thursday, Jan. 19.

Coy, who pleaded guilty to two counts of attempted abusive sexual contact on Nov. 1, 2023, admitted to his intent to forcefully engage in sexual acts. The incident occurred on March 7, 2023, when Coy unlawfully entered the underground parking garage of the Charles Evans Whittaker United States Courthouse in Kansas City. He confronted the first victim, identified as Victim 1, who was inside her vehicle. Coy exhibited aggressive behavior, attempting to break into the vehicle.

Subsequently, Coy approached a second court employee, referred to as Victim 2, who managed to evade him. Coy then entered the courthouse, where law enforcement officers apprehended him without further incident.

Previously, in 2020, Coy was convicted of assault after an incident involving a convenience store attendant. Following his release, Coy was arrested for attempting to sexually abuse a postal worker. He was also involved in an incident earlier on the same day involving a woman walking her dog. Court documents reveal that on March 7, 2023, prior to the courthouse incident, Coy exposed himself to two women in another parking garage and pursued one of them.

In addition to his federal sentence, Coy faces charges in Jackson County, Mo., for sexual misconduct and assault related to the February 21, 2023, incident in a different parking garage.
