BALTIMORE, MD – Mayor Brandon M. Scott announced a new action plan for downtown Baltimore, titled “Downtown RISE: Roadmap for Investment, Support, and Equity,” at the Downtown Partnership of Baltimore’s Annual Meeting. The plan aims to revitalize the downtown area, focusing on public safety, cleanliness, community development, arts, culture, and infrastructure.
Developed with key stakeholders, including Baltimore Development Corporation and Visit Baltimore, the initiative seeks to engage more community voices. Mayor Scott emphasized the need for a cohesive vision to make downtown Baltimore dynamic, inclusive, and prosperous. This plan is a response to changing downtown landscapes worldwide, aiming to address disinvestment and inequity in the city.
Downtown RISE outlines four focus areas: Public Safety and Cleanliness, Community and Economic Development, Arts and Culture, and Infrastructure Development. The city will collaborate with the Downtown Partnership to create a Strategic Operations Center for safety coordination, implement a graffiti removal program, and advocate for legislative changes to support small businesses.
The plan also includes closing streets for pedestrian-friendly events, permitting ease for outdoor art, and optimizing traffic signals. Repair and maintenance of crosswalks and street signs in key downtown areas are also part of the immediate actions.
Feedback from residents will shape a comprehensive strategic plan, expected in early 2024. This initiative marks a significant step towards Baltimore’s downtown rejuvenation, focusing on equity and community involvement.
