EAST HANOVER, NJ — Charges have been filed against Emelio J. Rivera, a health aide, in connection to the death of 19-year-old Matthew Rossi, a disabled man from Morris County. Rossi died shortly after his school bus transported him home on February 10, 2023.
Upon receiving an emergency call, East Hanover Police and EMS responded to the scene and attempted life-saving measures, but Rossi was ultimately pronounced dead. The Morris County Prosecutor’s Office launched an investigation to determine the circumstances surrounding Rossi’s death.
The investigation concluded that Rivera, who was responsible for Rossi’s care during the bus ride, allegedly failed to perform necessary care actions, creating a significant risk that led to the young man’s death. Consequently, Rivera, 29, from Carlstadt, faces a second-degree charge of Endangering Another Person and a third-degree charge of Neglect of a Disabled Person.
Rivera is currently held at the Morris County Correctional Facility awaiting his first court appearance. While the complaint stands, Prosecutor Robert J. Carroll emphasized that the defendant is presumed innocent until proven guilty.
The Prosecutor’s Office, alongside the East Hanover Police, Morris County Sheriff’s Office Crime Scene Investigation unit, and the Prosecutor’s Office Major Crimes Unit, conducted a thorough examination, including medical report analysis and other data.
