State College-area Contractor to Begin Prison Sentence for Wage Theft

HARRISBURG, PA – State Attorney General Michelle Henry announced today that Scott C. Good, a contractor from the State College area, will begin serving his prison sentence for stealing over $64,000 from his employees over several years.

This case, a first of its kind in the state, involved theft based on an employer’s failure to pay a prevailing wage.

Good pleaded guilty to theft charges in 2021 after a Statewide Grand Jury recommended charges against him. A Clearfield County Judge subsequently ordered a prison term of four to 24 months.

Good appealed against the sentence and conviction, but the Pennsylvania Superior Court recently affirmed both, meaning that Good is now set to serve his prison term.

As part of the sentence, Good was also ordered to pay $64,157.09 in restitution for the stolen wages. The Office of Attorney General’s investigation revealed that Good had systematically underpaid his workers on prevailing wage projects. Following the appellate court’s decision, prosecutors filed a motion to revoke Good’s bail and ordered him to report to prison, which was granted by a Clearfield County Judge.
