Philadelphia woman arrested for stabbing, carjacking in Lewes

LEWES, DE – A Philadelphia woman was arrested after stabbing another woman and stealing her car in sight of a 1-year-old child in Lewes.

According to the Delaware State Police, Justice Bowser, 27, of Philadelphia, Pennsylvania, was arrested for a carjacking that occurred yesterday in Lewes.

At approximately 5:48 a.m. on December 15, 2022, troopers responded to the 17,000 block of Valley Drive in Lewes in response to a report of a carjacking. Based on the investigation, it was determined that the 56-year-old victim remotely started her vehicle while inside her residence.

After walking outside, she opened the driver’s side door of her car and placed her purse inside. Upon reaching the vehicle’s rear hatch to retrieve an item, she heard the car door close. As she walked back to the driver’s side, she saw Bowser standing by the driver’s side car door and a child seated in the passenger seat. Upon entering the vehicle, the victim attempted to remove Bowser.

Bowser, however, stabbed the victim in the arm with an unknown object and fled the scene in the victim’s automobile.

A DSP trooper observed the vehicle on Coastal Highway south of Broadkill Road at approximately 6:11 a.m. and initiated a traffic stop, but the vehicle fled. A traffic stop was conducted by troopers in the Middletown area later that morning.

The arrest of Bowser was successful without any further incident. In the course of a subsequent search of Bowser, it was discovered that she was in possession of a knife. During the incident, a 1-year-old child, an undisclosed relative of Bowser, was not injured. Injuries sustained by the 56-year-old victim were not life-threatening. The victim was treated at an area hospital.
