CHARLOTTESVILLE, VA. — Three men have been arrested and charged in connection with a 2024 shooting that left one person dead and another injured, following a joint investigation by multiple law enforcement agencies, authorities announced Monday.

The Albemarle County Police Department, working with the Charlottesville Police Department and the U.S. Marshals Service, arrested Raymond R. Carter Jr., 19, and Darnell A. Morris Jr., 24, both of Charlottesville, and Kaveigh J. Palmer, 20, of Richmond. Each man faces seven felony charges stemming from the October incident.

The charges include aggravated malicious wounding, shooting with intent to maim or kill by mob, gang activity, two counts of conspiracy to commit a felony, and two counts of using a firearm in the commission of a felony, according to Virginia criminal code sections cited by police.

Carter and Morris are currently being held at the Albemarle-Charlottesville Regional Jail, while Palmer is in custody at the Richmond City Jail. Details of their arrests were not released, and authorities did not identify the victims or provide a motive.

Police link suspects to violent gang-related activity

The shooting, which occurred in October 2024, prompted an extensive investigation by local and federal law enforcement. Officials have indicated gang activity as a contributing factor in the incident.
