A Staten Island Navy Reservist Was Arrested for Trying to Sell Military ID Cards to China

JACKSONVILLE, Fla. – A U.S. Navy Reservist from New York has been indicted on bribery charges for allegedly obtaining unauthorized U.S. Department of Defense identification cards in exchange for cash, federal authorities announced.

Raymond Andres Zumba, 27, of Staten Island, faces up to 15 years in prison. A federal judge has ordered him detained pending trial.

According to court documents, a confidential source alerted law enforcement in January 2025 that Zumba had inquired about issuing real but unauthorized military IDs for under-the-table payments. Acting under federal direction, the source engaged in a series of communications with Zumba to discuss the alleged scheme.

On Feb. 13, Zumba drove from New York to Jacksonville with three individuals, all Chinese-born.

He then brought two of them to the personnel office at Naval Air Station Jacksonville after business hours and initiated the process for them to receive military identification cards, according to investigators.

Federal authorities, including U.S. Immigration and Customs Enforcement and the Naval Criminal Investigative Service, conducted the joint investigation leading to Zumba’s indictment on March 3.

Zumba allegedly sought to exploit his military position to facilitate the fraudulent issuance of ID cards, authorities said.
