PHILADELPHIA — Police have made arrests in three separate homicide cases across the city’s 22nd, 24th, and 25th Districts, with all suspects now charged with murder and related offenses, authorities announced Wednesday.

In the first case, 27-year-old Talil Parker was charged in connection with the June 10, 2024, fatal shooting of Joel Colon-Cruz. Colon-Cruz, 27, was gunned down inside the Kitchen Express Chinese Restaurant on the 7xx block of E. Ontario Street. Police said the assailant, masked and wearing gloves, entered the restaurant and shot the victim multiple times in the head and torso. Parker, already in custody at Curran-Fromhold Correctional Facility for parole violations, was charged after a months-long investigation.

The second case stems from a June 16, 2021, killing in the 22nd District, where police found 25-year-old Tianna Wells dead from a neck wound inside her apartment on the 26xx block of N. 17th Street. After a years-long investigation, detectives secured an arrest warrant for 21-year-old Quader Moore, who was apprehended Wednesday on the 59xx block of N. 5th Street.

The third arrest involves the June 3, 2024, fatal shooting of 34-year-old Nicholas Delgado, who was struck in the leg on the 3000 block of Water Street and later died at Temple University Hospital. Police identified 36-year-old Ramon Rodriguez as the suspect, who was wanted for months before being apprehended Wednesday on the 32xx block of N. Phillip Street after fleeing to a nearby rooftop.
