Wilkes-Barre man arrested for strangling 26-year-old woman

WILKES-BARRE, Pa. — A Wilkes-Barre man was arrested Sunday night after allegedly assaulting and strangling a woman during a domestic dispute, according to local police.

Officers were dispatched to a residence on Poplar Street at approximately 7:04 p.m. on November 3 following reports of a domestic altercation. Upon arrival, police made contact with the victim, a 26-year-old woman, who reported that the incident began as a verbal argument with 29-year-old Diolki Rosario Diaz, also of Wilkes-Barre.

According to the victim, the argument escalated when Rosario Diaz allegedly grabbed her by the hair and then placed his hands around her neck, preventing her from breathing. EMS personnel treated the victim at the scene.

Rosario Diaz was taken into custody without further incident and transported to City Headquarters, where he was processed and arraigned on charges related to assault and strangulation. The investigation is ongoing, and no additional details were immediately available.
