NEW YORK — U.S. Immigration and Customs Enforcement officers arrested a convicted rapist and previously deported Ecuadoran national with a violent and extensive criminal history during a recent targeted operation in New York City, officials confirmed.

Luis Olmedo Quishpi-Poalasin, 35, who is unlawfully present in the United States, was taken into custody on April 7 by ICE’s Enforcement and Removal Operations (ERO) New York team. His arrest was part of an enhanced enforcement effort focused on apprehending noncitizens with serious criminal backgrounds.

Quishpi’s criminal history includes multiple convictions and arrests for sex crimes and acts of violence. He was previously convicted of rape by forcible compulsion, sexual abuse through contact by force, rape involving anal sexual contact with a person incapable of consent, and sexual misconduct involving non-consensual vaginal contact. Additional convictions include forcible touching, unlawful imprisonment, and sexual abuse.

Beyond those offenses, Quishpi has also been arrested for witness tampering, aggravated harassment, and criminal contempt related to violating an order of protection. He has multiple traffic-related offenses as well, including driving while intoxicated and leaving the scene of a property damage accident.

ICE labels offender a public safety threat

“Luis Olmedo Quishpi-Poalasin is a convicted sexual predator with a documented history of violence and threats against his victims,” an ICE spokesperson said in a statement. “His arrest reflects our continued efforts to remove individuals who pose a significant threat to community safety.”

ICE officials said that Quishpi’s presence in the U.S. violates federal immigration law, and removal proceedings are pending. It is unclear at this time whether he had previously been deported or ordered removed by an immigration court.
