Three family members charged with murder in death of 4-year-old Manassas boy

MANASSAS, Va. — Three family members were arrested Tuesday in connection with the death of a 4-year-old boy who authorities say was subjected to long-term abuse and neglect.

Officers responded to The Regency Apartments in the 9800 block of Shallow Creek Loop on Jan. 19 after receiving a call about an unconscious child. First responders attempted CPR and transported the boy to a hospital, where he was later pronounced dead.

Investigators determined that the child, along with his 5-year-old sister, had suffered prolonged abuse, including being routinely bound in plastic wrap and packing tape. An autopsy revealed the boy was severely malnourished and dehydrated at the time of his death. Authorities said the children were also regularly deprived of food and water.

On Jan. 29, police arrested three family members: Rebecca Ann Romero, 53; Shanyah Elizabeth Dilda, 22; and Kemmilyn Anita Wade, 18. Romero and Dilda face charges of aggravated murder, felony murder, and felony child abuse and neglect. Wade was charged with felony murder and felony child abuse and neglect. All three are being held without bond.

The victim’s 5-year-old sister and two older children, ages 12 and 14, have been placed in the custody of Child Protective Services.
