HARRISBURG, Pa. — The owner of a Bala Cynwyd-based home care agency and 19 others have been charged in a multimillion-dollar Medicaid fraud scheme that allegedly siphoned funds meant for vulnerable individuals, Pennsylvania Attorney General Michelle Henry announced Friday.

Stephanie Mobley, 52, owner of ComfortZone Home Health Care, LLC, along with her daughter, Naya Campbell, 29, and numerous relatives and associates, allegedly submitted false claims for reimbursement for personal assistance services that were never provided. The fraudulent activity spanned from 2020 to 2023, authorities said.

All 20 defendants face charges including Medicaid fraud, theft by deception, receiving stolen property, tampering with public records, and conspiracy. Additionally, Mobley, Campbell, and Barbara Thomas, 45, are charged with corrupt organizations, while three others face perjury charges.

“The Medicaid program is designed to help vulnerable people in the Commonwealth, not line the pockets of those who deliberately exploit it,” Attorney General Henry said. “Every dollar stolen from the Medicaid program deprives an individual or family in need of essential services.”

The charges follow a two-year investigation by the Pennsylvania Office of Attorney General Medicaid Fraud Control Section, the FBI, and U.S. Customs and Border Protection. The Fiftieth Statewide Investigating Grand Jury recommended the charges after reviewing evidence gathered during the investigation.

All defendants are expected to surrender and be arraigned this week in Montgomery County court.
