GAITHERSBURG, MD — Two individuals have been arrested in connection with a fatal pedestrian collision that occurred in April, resulting in the death of a Silver Spring man.
The Montgomery County Department of Police reported that Thanh Phan, 71, and Jose Saravia Gonzalez, 27, both of Silver Spring, face charges of criminally negligent manslaughter by vehicle. The arrests follow an investigation into the April 5 collision on Randolph Road near Kimblewick Drive.
According to police, a white 2023 Honda Odyssey driven by Phan veered onto the sidewalk at approximately 10:12 p.m., striking 52-year-old pedestrian Ron Franzese and causing him to fall into the roadway. Franzese was then hit by a white Acura sedan driven by Saravia Gonzalez, who fled the scene without providing aid.
Following the initial impact, the Honda crossed multiple lanes of traffic and collided with a tree. Franzese was pronounced dead at the scene.
Phan was arrested on November 25, while Saravia Gonzalez was taken into custody on December 2. Both were transported to the Montgomery County Central Processing Unit. Phan is being held without bond, while Saravia Gonzalez awaits a bond review.
The tragic incident underscores the consequences of driver negligence and failure to render aid.
