FBI agent arrested for sexual assault in Gaithersburg, police seek additional victims

GAITHERSBURG, Md. — A federal agent with the FBI has been arrested on multiple sexual assault charges following allegations by two women, and detectives are urging any additional victims to come forward, Montgomery County police announced Tuesday.

Eduardo Valdivia, 40, of Gaithersburg, faces charges including two counts of second-degree rape, four counts of fourth-degree sexual offense, and four counts of second-degree assault. He was taken into custody on Monday, November 25, and is being held at the Montgomery County Central Processing Unit while awaiting a bond hearing.

The allegations involve two women who reported being raped inside Valdivia’s tattoo studio, DC Fine Line Tattoos, located in the 9800 block of Washingtonian Boulevard. Both women said they were lured to the studio under the false pretense of modeling opportunities with Exeter Models. They believed they were communicating with a woman before meeting Valdivia, who was known to them as “Lalo Brown.”

The first victim came forward in October 2024, and a second victim reported a similar assault in November. Investigators identified “Lalo Brown” as Valdivia, and both women later confirmed him as their attacker.
