ST. LOUIS – A 20-year-old man from Venice, Illinois, appeared in U.S. District Court in St. Louis on Monday, pleading not guilty to federal charges stemming from a September carjacking and related violent crimes in the Tower Grove East neighborhood.

Harry Moore was indicted on November 20 on charges of carjacking and possession and brandishing of a firearm in furtherance of a violent crime. The charges arise from an incident on September 9, 2024, when Moore allegedly stole a 2022 Subaru Outback at gunpoint, demanding the victim unlock their cellphone and provide the PIN to their ATM card, which he reportedly used shortly after to withdraw cash at a gas station.

According to court documents, Moore was in a stolen Cadillac CTS with two others during the carjacking. Hours later, surveillance footage allegedly captured him in the stolen Subaru in downtown St. Louis, firing shots at a man near Ballpark Village. A detention motion filed by prosecutors seeks to hold Moore in custody until trial, citing the violent nature of the allegations.

If convicted, Moore faces up to 15 years in prison and a $250,000 fine for the carjacking charge. The firearm charge carries a mandatory sentence of seven years to life in prison. Assistant U.S. Attorney Matthew Martin is leading the prosecution.

The case was investigated by the St. Louis Metropolitan Police Department, the FBI, and the St. Clair County Sheriff’s Department. It falls under the federal Project Safe Neighborhoods initiative, which aims to reduce violent crime and gun violence through collaboration between law enforcement agencies and community partners.
