WOODBRIDGE, Va. — Two suspects have been arrested, and police are continuing to search for a third man in connection with an attempted armed robbery that occurred at a McDonald’s on Harbor Drive in September, according to the Prince William County Police Department.
Timothy Damont Rutherford, 18, and a 17-year-old male juvenile were arrested between Nov. 8 and Nov. 18 in connection to the Sept. 24 incident. Both are charged with attempted robbery. Police are still seeking the third suspect, identified as 21-year-old Troy Allen Phillips Jr., of Woodbridge.


The incident took place on Sept. 24 at approximately 5:18 p.m. when officers responded to the McDonald’s at 12730 Harbor Drive to investigate an assault. Police say a 25-year-old woman became involved in a verbal altercation with a group of men, which escalated when she was struck and scratched.
Shortly after, the suspects returned to the restaurant and attempted to steal the woman’s purse, with one suspect implying he had a firearm. The victim was able to retain her purse and separate from the suspects, who fled the scene before police arrived. Minor injuries were reported.
Rutherford, who has no fixed address, remains in custody. The 17-year-old suspect, whose identity is being withheld due to his age, is being held at a juvenile detention center. Court dates for both suspects are pending.
Phillips is still at large and is wanted for attempted robbery. He is described as a Black male, approximately 5’7” tall, weighing 140 pounds, with black hair and brown eyes. Police released a photo of Phillips from September 2024 as part of their effort to locate him.
