Red Bank man pleads guilty to secretly recording 27 victims, including minors

FREEHOLD, N.J. — A 35-year-old Red Bank man admitted in court to secretly recording the intimate parts of 27 women and girls without their consent in late 2022 and early 2023, authorities said. Christopher W. Cox pleaded guilty to multiple charges during a hearing held Friday before Monmouth County Superior Court Judge Joseph W. Oxley.

Cox pleaded guilty to one count of second-degree eluding police, two counts of second-degree endangering the welfare of a child, and three counts of third-degree invasion of privacy, according to Monmouth County Prosecutor Raymond S. Santiago. The charges stem from incidents in local stores and private residences.

The investigation began on October 20, 2022, when Cox was seen following female shoppers at the ShopRite in Shrewsbury, covertly recording them from behind using a cell phone. A week later, on October 27, he fled a traffic stop on Newman Springs Road in Red Bank after initially complying with an officer’s request to exit his vehicle. He was apprehended shortly thereafter in Little Silver.

Detectives from the Monmouth County Prosecutor’s Office Special Victims Bureau and the Shrewsbury Borough Police Department found numerous videos in Cox’s possession, many showing women and girls being recorded from below, using devices hidden in grocery baskets, duffel bags, or other items. Additional incidents were confirmed at stores in various municipalities across Monmouth and Union counties.

The investigation also revealed that Cox, employed as a plumber, had recorded some of the victims while working in their homes.

A Monmouth County Grand Jury indicted Cox on 67 counts in April 2024. The charges were later amended to include crimes against all 27 identified victims, which Cox acknowledged during his plea hearing.

He is facing a significant prison sentence at a future sentencing date, which has not yet been scheduled.
