LEXINGTON, Ky. — Jacob Salcido, 40, a former correctional officer at the Federal Medical Center (FMC) in Lexington, pleaded guilty today to three counts of sexual abuse of a ward, according to the U.S. Department of Justice. Salcido admitted to engaging in sexual acts with three female inmates between Sept. 5, 2020, and Dec. 21, 2020, while employed as a correctional officer.
As part of his plea agreement, Salcido acknowledged that he was fully aware, based on his training and experience, that any sexual contact between FMC staff and inmates is strictly prohibited and constitutes a federal crime. Despite this, Salcido abused his position of authority and engaged in illegal sexual conduct with inmates under his care.
“Jacob Salcido blatantly exploited his power as a correctional officer by sexually abusing three women in his custody,” said Deputy Attorney General Lisa Monaco. “The Justice Department’s commitment to eradicating sexual abuse within the ranks of the Federal Bureau of Prisons continues through every case we prosecute.”
Inspector General Michael E. Horowitz also condemned Salcido’s actions, noting that Salcido “abused his authority and sexually abused three inmates that were in his custody and care.” He emphasized the Department of Justice Office of the Inspector General’s (DOJ OIG) dedication to investigating such violations and bringing those responsible to justice.
U.S. Attorney Carlton S. Shier IV for the Eastern District of Kentucky added, “This disgraceful conduct has done enduring damage to his victims. It has also eroded trust in faithful public servants, those who perform their civic duties honorably.”
Salcido is scheduled to be sentenced on Dec. 13, where he faces penalties for his abuse of power and the violation of the trust placed in him as a correctional officer.
