The investigation began on May 31, 2024, when the Garfield Police Department contacted the Bergen County Prosecutor’s Office Special Victims Unit regarding allegations of sexual abuse involving a juvenile under the age of sixteen. The abuse is alleged to have occurred between April and October 2019 in Garfield and Teaneck, N.J.

Authorities from the Bergen County Prosecutor’s Office, Garfield Police Department, and Teaneck Police Department determined that Baxter had sexually assaulted the juvenile during this period. As a result, Baxter was charged on June 25, 2024, with one count of second-degree attempted aggravated sexual assault, one count of second-degree sexual assault, and two counts of third-degree endangering the welfare of a child.

On August 28, 2024, Baxter was apprehended by the New York City Police Department (NYPD) and the FBI Child Exploitation and Human Trafficking Task Force. He was subsequently placed in the custody of the New York City Department of Corrections at the Rikers Island Facility, where he awaits extradition to Bergen County, N.J.

Bergen County Prosecutor Mark Musella announced the arrest, noting the collaborative efforts of law enforcement agencies in bringing Baxter into custody.
