New York School Executives Arrested for Corruption, Stealing Funds

WHITE PLAINS, NY – The former superintendent and a former security system specialist of the Greenburgh-Graham Union Free School District have been arrested on charges of corruption for misappropriating over $12,000 in school funds. Westchester County District Attorney Miriam E. Rocah and New York State Comptroller Thomas P. DiNapoli announced the arrests, highlighting the misuse of funds intended for students with disabilities.

Oliver Levy, 55, from Stony Point, and Surendra Kumar, 47, from Yonkers, face charges of Grand Larceny in the Third Degree as a Crime of Public Corruption and Corrupting the Government in the Third Degree. They were arraigned today in the Town of Greenburgh Justice Court by Judge Erin McGoey, with the next hearing scheduled for June 26 in Hastings-on-Hudson Village Court.

The charges stem from a scheme in which Levy approved Kumar’s purchase of 168 gift cards from July 2018 to May 2022, which were then used for personal gains, including luxury handbags, jewelry, and other personal expenses.

The investigation, led by the New York State Comptroller’s office along with the Economic Crimes Unit and Public Integrity Unit of the DA’s Office, unveiled the misuse of funds.

DA Rocah condemned the actions of the defendants, emphasizing the betrayal of trust within the school district community. Comptroller DiNapoli also criticized the personal enrichment at the expense of the students. The case is being prosecuted by Assistant District Attorney Sheila Horgan of the Public Integrity and Law Enforcement Integrity Bureau.
