Arrests Made in 1997 Pennsylvania Rape Case

Lancaster, PA- The Lancaster City Bureau of Police has filed charges against and arrested two men for raping a 16-year-old victim in Lancaster City in 1997.

Roberto Rosario, now 44 of the 500 block of E. Maple Street, Dallastown, was charged Thursday with rape, involuntary deviate sexual intercourse, and sexual assault for the initial incident allegedly occurring on Dec. 27, 1997.

The second man, Andrew Selby, was charged today and is a former Lancaster City Bureau of Police officer tasked with investigating the initial rape allegation in 1997. Selby, now 54 of the 700 block of Baumgardner Drive, Pequea Township, is charged with rape and sexual assault after allegedly abusing the victim during his investigation in the following days after the initial assault.

As a result of the Lancaster City Bureau of Police’s current investigation, two more victims came forward alleging abuse against Selby. Selby is additionally charged with rape, involuntary deviate sexual intercourse, sexual assault, and statutory sexual assault of a 12-year-old victim and attempted rape, attempted statutory sexual assault, and attempted sexual assault of another young female victim in November 1999.
