JACKSONVILLE, FL – Michael Buck Brockway, 40, from Jacksonville, has pleaded guilty to using the internet and his cellphone in an attempt to entice a 13-year-old child for sexual activity. Announced by United States Attorney Roger B. Handberg, Brockway faces a minimum mandatory sentence of 10 years to life in prison, with a potential lifetime of supervised release. Arrested on July 28, 2023, Brockway remains in custody awaiting a sentencing hearing, the date of which is yet to be determined.

Court documents reveal that a Naval Criminal Investigative Service (NCIS) agent, posing as a 13-year-old child, initiated an undercover operation on July 17, 2023. Brockway, identified as user “Telly_Rider,” engaged in numerous sexually explicit conversations with the undercover agent over several social media applications and text messages. He acknowledged the agent’s age, discussed sexual experiences, and expressed intentions to meet for sexual activity.

Brockway was apprehended at a restaurant where he believed he was meeting the child. A subsequent search led to the recovery of his cellphone, condoms, personal lubricant, alcohol, and a sex toy. Further investigation of his phone revealed over 200 photos and 400 videos of child sexual abuse.

This case highlights the ongoing efforts of law enforcement to combat online child exploitation and the serious legal consequences for such offenses.
