Firefighters Sentenced in Health Care Fraud Conspiracy

CAMDEN, N.J. – On Thursday, Atlantic County firefighter, Thomas Sher, 50, of Northfield, New Jersey, was sentenced to 96 months in prison. Sher was convicted on September 8, 2022, for conspiracy to commit health care fraud and three counts of health care fraud. Sher, who served as a firefighter in Margate, underwent a 12-day trial before U.S. District Judge Robert B. Kugler in Camden federal court.

Christopher Broccoli, 51, of West Deptford, New Jersey, was sentenced the same day, receiving 24 months in prison. Broccoli pled guilty on July 28, 2022, to a charge of conspiracy to commit health care fraud.

The court records reveal that Sher and Broccoli participated in a fraud scheme, recruiting and compensating government employees to receive unnecessary compound prescription medications. Sher and others recruited almost 70 people, causing a pharmacy benefits administrator to pay out more than $7 million. Sher personally received approximately $115,000 from the scheme. Judge Kugler determined that Sher obstructed justice by lying during his trial and attempting to tamper with witnesses.

Broccoli was responsible for causing the payout of millions of dollars for unnecessary medications, receiving $150,315 directly.
