FELTON, DE – On Saturday, Delaware State Police arrested Charles Lowe, 44, of Felton, DE, and Sierra Steiner, 28, of Newark, DE, in connection with a homicide that occurred on March 19, 2023. The victim was found in his car, suffering from a gunshot wound, after a traffic accident on Old County Road. Responding officers arrived at the scene and discovered that the shooting had occurred near the 2400 block of Old County Road, within the jurisdiction of the Delaware State Police. Further investigation revealed that the victim had pulled onto private property and was parked on Dolphin Drive with a female inside his car.
A suspect parked his vehicle behind the victim’s car and approached the victim while he was in the driver’s seat. The victim attempted to drive away but was shot by the suspect, causing him to crash into a wooded area. The passenger in the victim’s vehicle and the suspect then fled the scene together in the suspect’s vehicle. After an extensive investigation, Charles Lowe and Sierra Steiner were determined to be the suspects in the homicide.
Warrants for their arrests were obtained on Friday, and both suspects were apprehended on Saturday, in Elkton, Maryland by Harford County SWAT members and members of the Cecil County Sheriff’s Office. During the arrest, the suspects attempted to flee in their vehicle but were quickly apprehended after crashing it inside a parking lot. Both Lowe and Steiner face multiple charges, including first-degree murder, and are being held on cash bonds.
