Cumberland Crime Report: Arrests and Warrants Served in Recent Days

CUMBERLAND, MD – The Cumberland Police Department has issued the following police blotter reports regarding incidents that involved police response over the past several days. These incidents were reported and released as-is by the department. The CPD responds to numerous calls per day for police service. This list does not represent all calls for service during that period. The CPD reminds residents that all suspects listed in this police blotter are innocent until proven guilty in a court of law.

DISORDERLY CONDUCT/CDS ARREST & ARREST WARRANT SERVED

On Friday, September 2, 2022, at approximately 8:25 am, officers of the Cumberland Police Department responded to S. Centre Street for a male subject urinating in public. Officers located the male in the area of the Western Maryland Scenic Railroad and identified him as Jeremiah Martin. The officer learned that Martin had an active bench warrant for failure to comply with an order of the court. Martin was originally charged with 4 counts of Assault-1st Degree, 4 counts of Assault-2nd Degree, Disorderly Conduct, Disturb Peace, 2 counts of CDS: Possess-Not Marijuana. Martin was placed under arrest and transported to Central Booking. He was searched incident to arrest and a controlled dangerous substance was located. Martin was issued criminal citations for Disorderly Conduct and CDS: Possess-Not Marijuana. He was later seen by a District Court Commissioner for his initial hearing and remanded to the Allegany County Detention Center without bond.

BENCH WARRANT SERVED

On Saturday, September 3, 2022, the Cumberland Police Department served a bench warrant on Christie Norris. The warrant was issued as a result of Norris failing to appear for her case at District Court on September 2, 2022. Norris was originally charged with CDS: Possess Paraphernalia. She was arrested and transported to Central Booking. She was later seen by a District Court Commissioner for her initial hearing and released on her personal recognizance.

ARREST WARRANT SERVED

On Saturday, September 3, 2022, the Cumberland Police Department served an arrest warrant on Jules Schwarz Jr. The warrant was issued in connection with an assault complaint that was reported on September 2, 2022. On this date at approximately 11:30 PM, officers responded to a residence in the 300 block of Fayette Street for an assault. Police contacted the victim who advised that she had been assaulted by Jules Schwarz Jr. Schwarz had left prior to officers’ arrival. She reported that Schwarz woke her up, struck her in the face, and then strangled her. Police were unable to locate Schwarz. Charges against Schwarz were filed at District Court. He was later located, arrested, and transported to Central Booking. Schwarz was seen by a District Court Commissioner and remanded to the Allegany County Detention Center without bond.

ASSAULT ARREST

On Saturday, September 3, 2022, at approximately 4:46 PM, officers of the Cumberland Police Department responded to the first block of Henderson Avenue for an assault. Police contacted the victim and a witness. A short time later, the officers located the suspect in the area of the George Street parking garage. The victim was able to positively identify the suspect as the subject who assaulted him. The suspect was identified as Duane Crowe Jr. The victim further advised that he was in an alley off of Union Street when Crowe appeared around the corner of a building and displayed a knife. Crowe then raised the knife above his head, and started running towards the victim stating that he was going to stab him. According to the victim, he was able to defend himself against the attack by hitting Crowe with a cane. Crowe then fled the area. After further investigation, Crowe was placed under arrest and transported to Central Booking. He was seen by a District Court Commissioner and remanded to the Allegany County Detention Center without bond.

CHARGES: Assault-1st Degree, Assault-2nd Degree, Dangerous Weapon-Int/Injure, Reckless Endangerment

MOTOR VEHICLE CRASH

On Saturday, September 3, 2022, at approximately 7:35 PM, units from the Cumberland Police Department and the Cumberland Fire Department responded to the 1000 block of W. Industrial Blvd. for a motor vehicle crash. A Cumberland police officer was on patrol when he observed a vehicle overturned, resting on its roof on W. Industrial Blvd. The crash had just occurred. Another vehicle that was involved in the crash was stopped on the shoulder of the roadway. Both vehicles had sustained significant damage. As a result of the investigation at the scene, the following facts were determined. Vehicle #1, operated by Savannah Turner, was pulling out from a parking lot onto W. Industrial Blvd. Turner failed to see Vehicle #2 which was traveling on W. Industrial Blvd. Vehicle #1 pulled into Vehicle #2’s path of travel. As a result, Vehicle #2 collided with Vehicle #1 causing Vehicle #2 to leave the roadway and rollover multiple times prior to striking a tree in the median. Turner was determined to be a fault for the crash. The occupants of vehicle #2 were transported to UPMC Western Maryland by ambulance with non-life threatening injuries.

TRESPASSING ARREST

On Saturday, September 3, 2022 at approximately 10:00 PM, officers of the Cumberland Police Department responded to the area of George Washington Headquarters for an assault complaint. During the course of the investigation, police contacted a male subject identified as Andrew Seifert. It was learned that Seifert had been served with a No Trespass letter previously, barring him from the property. Seifert was issued a criminal citation and released pending trial at District Court.

CHARGES: Trespassing: Private Property

ARREST WARRANT SERVED

On Saturday, September 3, 2022, the Cumberland Police Department served an arrest warrant on Kevin Snider Jr. The warrant was issued in connection with an incident that occurred on September 2, 2022. On this date at approximately 4:42 PM, units from the Cumberland Police Department and Cumberland Fire Department responded to the first block of Grand Avenue for a medical emergency. Police contacted a male subject who was identified as Kevin Snider Jr. Snider became combative with Emergency Services personnel and struck one of them with a closed fist. A struggle ensued between Snider and police. Snider began assaulting officers as they were attempting to gain control of him. During this time, Snider grabbed onto an officer’s duty weapon and attempted to remove it from the holster. Officers were able to force Snider to release the weapon and get him under control. It was determined that Snider would be transported to UPMC Western Maryland for evaluation. Charges were filed against Snider at District Court. Snider was arrested and transported to Central Booking. He was seen by a District Court Commissioner and remanded to the Allegany County Detention Center without bond.

CHARGES: Disarm Law Officer, Assault-2nd Degree (x3)

Tuesday, September 6th, 2022

Arrest Warrant Served

On September 5th, 2022 officers of the Cumberland Police Department served an Arrest Warrant on Sommer Dawn Knotts. The Arrest Warrant was issued by the District Court when Knotts violated the conditions of her probation. Knotts was taken before a District Court Commissioner where she was held on a $2,500 bond.

Arrest: Sommer Dawn Knotts, age 40, Cumberland Maryland.
Charge: Violation of Probation.
