Saturday, April 23rd, 2022
Arrest Warrant / Controlled Dangerous Substance Arrest
On April 22nd, 2022 officers of the Cumberland Police Department served an Arrest Warrant on Jessica Tallman. The Arrest Warrant was issued by the Circuit Court when Tallman failed to appear for her trial on April 19th, 2022 for the initial charge of neglect of a minor. Tallman was placed under arrest and transported to the Allegany County Detention Center. Once at the Allegany County Detention Center two separate controlled dangerous substances were located. Tallman was subsequently remanded to the Allegany County Detention Center without bond.
Arrest: Jessica Lynn Tallman, age 34, Cumberland Maryland.
Charges: Failure to Appear, Two Counts of Possession not Marijuana, Two Counts of Possession of Contraband in a Place of Confinement.
Arrest Warrant Served
On April 22nd, 2022 officers of the Cumberland Police Department served an Arrest Warrant on Jamie Dolly. The Arrest Warrant was issued by the Circuit Court when Dolly violated her probation. Dolly was then remanded to the Allegany County Detention Center where she was held without bond.
Arrest: Jamie Clark Dolly, age 29, Cumberland Maryland.
Charges: Violation of Probation.
Sunday, April 24th, 2022
Arrest Warrant Served
On April 23rd, 2022 officers of the Cumberland Police Department served an Arrest Warrant on Robert Christopher Cain. The Arrest Warrant was issued by the District Court when he failed to appear for his trial on April 14th, 2022. The Arrest Warrant stemmed from an incident on August 4th, 2021. During the incident, an officer of the Cumberland Police Department conducted a foot patrol on Canal Street when they observed a male with open containers of alcohol. When issued a Civil Citation for the open containers the male provided a false name. The officer continued their investigation and identified the male as Cain, and submitted an application for charges, which resulted in this Arrest Warrant. Cain was remanded to the Allegany County Detention where he awaits his initial appearance before a District Court Commissioner.
Arrest: Robert Christopher Cain, age 59, Cumberland Maryland.
Charge: Failure to Appear.
Criminal Summons Served
On April 23rd, 2022 an officer of the Cumberland Police Department served a Criminal Summons on Janelle Lucinda Keating. The Criminal Summons was issued by the District Court stemming from an incident on April 14th, 2022. During the incident, an officer of the Cumberland Police Department responded for the report of an assault. The officer spoke with Keating who advised that she had been assaulted at a residence in the 100 block of Arch Street. The officer continued their investigation and obtained evidence that contradicted Keating’s claim of an assault. Additionally, the officer learned that Keating was not to be at the residence where the alleged assault occurred due to pre-trial release conditions. The officer then submitted an application for charges, which resulted in this Criminal Summons. Keating signed for her summons and was released pending her initial appearance at the District Court.
Arrest: Janelle Lucinda Keating, age 46, Cumberland Maryland.
Charges: Violation of Pre-Trial Release Conditions, False Statement.
Monday, April 25th, 2022
Arrest Warrant Served
On April 24, 2022 officers of the Cumberland Police Department served an Allegany County Sheriff’s Office arrest warrant on Anthony Dean Jeffries. The warrant was related to a theft from a Barrelville Road residence, in September 2021. The victim claimed that Jeffries had stolen tools and sports memorabilia from their residence. Through investigation, Deputies determined that Jeffries had sold the items to a local business. The stolen items and receipts for the sale were recovered from that business. Based upon the investigation Deputies submitted an application for charges, and an arrest warrant was issued. After a bond hearing, Jeffries was released on a $1,000 unsecured bond.

Arrest Warrant Served
On April 24, 2022 officers of the Cumberland Police Department served a Maryland State Police arrest warrant on Anthony Dean Jeffries. The arrest warrant is related to an incident that occurred in September 2021. Through that investigation, Troopers charged Jeffries with possession of CDS, not marijuana. After a bond hearing, Jeffries was released on a $1,000 unsecured bond.

DUI/DWI Arrest
On April 25, 2022, an officer of the Cumberland Police Department was on patrol in the area of Harrison Street. The officer observed a vehicle cross the center line of the roadway, several times. The officer initiated a traffic stop and made contact with the driver, Steven Nelson Dolly. The officer observed an open alcohol container in the vehicle’s center console and detected a strong odor of alcohol coming from Dolly. Through standardized field sobriety testing, it was determined that Dolly was intoxicated. Dolly was placed under arrest and transported to the Cumberland Police Department, where he was issued DUI/DWI and additional related traffic citations.
