Police Identify Victim in Thursday's Laurel Road Shooting

LAUREL, DE – The Delaware State police have identified the victim in Thursday night’s fatal shooting in Laurel as 49-year-old Frank Pavlovic.

“On April 7th, 2022, at approximately 12:24 a.m., troopers responded to the 18000 block of Laurel Road in Laurel, DE for a report of a shooting,” the Delaware State Police said. “Responding troopers located the victim, 49-year-old Frank Pavlovic of Laurel, in the driveway suffering from a gunshot wound to his upper torso. The ensuing investigation revealed that two subjects had been involved in an altercation with Pavlovic at this residence.”

During the encounter, the suspects robbed and shot Pavlovic. The suspects then ordered an acquaintance of Pavlovic at gunpoint to drive them away from the scene.

Pavlovic was pronounced deceased at the scene.

According to the DSP, the two suspects involved in this incident were 18-year-old Josiah Garrison of Denton, MD and 21-year-old Ramon Duker of Millsboro, DE.

“On April 7th, 2022 at approximately 2:20 p.m., Garrison traveled to Beebe Medical Center in Lewes, DE seeking treatment for an injury,” DSP said. “Garrison was accompanied by Duker at the hospital. Troopers responded to Beebe Medical Center and took both suspects into custody.”

Garrison and Duker were arraigned by Justice of the Peace Court, and both were committed to Sussex Correctional Institution on a $1,146,000 cash bond.
