NJ Bail Reform Puts Assault Suspect on Streets to Sexually Assault Another Two Hours Later

ATLANTIC CITY-On February 10, 2018, a New York man arrested and released following a domestic violence assault returned to his hotel only to commit a sexual assault and be arrested again.

At 5:25 am, patrol officers responded to the Bally’s parking garage for a report of domestic assault. Bally’s security officers had already separated the victim, a 41 year old female from Freehold, NJ, and her boyfriend, Jamel Carlton. The victim had physical signs of an injury and was treated on scene by medical personnel. Carlton was arrested by Officer Corey Treadway without incident.

Carlton was charged with simple assault, and in accordance with Criminal Justice Reform guidelines, was released on a summons with a future court date. He was released from our Booking and Detention Unit at approximately 9:00 am.

At 11:33 am, patrol officers responded to Bally’s Hotel and Casino for a report of a hotel employee being sexually assaulted. The victim, a 51 year old female, was pushed into a hotel room where she was sexually and physically assaulted. An investigation conducted by Detectives Eugene Laielli and Fariyd Holmes along with Bally’s security officers identified Carlton as the attacker. The victim was transported to the AtlantiCare Regional Medical Center, City Division, for treatment of her injuries.

At 1:44 pm, Detective Holmes located Carlton walking along Atlantic Avenue. Detective Holmes and Officer Joseph Kelly attempted to stop Carlton and arrest him. Carlton immediately fled from the officers and led them on a several block chase. The officers were able to apprehend Carlton and take him into custody.

ARRESTED: Jamel Carlton, a 32 year old male from Saugerties, NY.

CHARGES: Aggravated sexual assault, sexual assault, burglary, aggravated assault, criminal restraint, obstruction of justice, and resisting arrest.

Carlton was remanded to the Atlantic County Justice Facility.
